BACKGROUND:
On January 4, 2022, the Mayor and City Council approved a Professional Engineering Services contract for the Centralized Traffic Management System (CTMS) Improvement Project - Phase A to Iteris Inc. in an amount not to exceed $364,397.00. Subsequently, the Mayor and City Council approved Amendment No. 1 in the amount of $182,196.13.
The Public Service Committee will review this matter.
CONCLUSION:
This original professional services contract included Phase I, Phase II, and Phase III engineering services to complete the initial project development, the preparation of contract documents for the implementation / construction, as well as construction oversight. Iteris Inc. has completed the initial project development that will be used with all future phases of the project. Iteris Inc. has also prepared the contract documents used to bid and award the construction contract for the CTMS Phase A and Phase B projects. Phases A and B include the first 75 traffic signals to be included as part of the City’s Centralized Traffic Management System. The City will be expanding this professional engineering services contract to include the scope of work necessary to complete Phase C of the CTMS project.
The City has asked Iteris, Inc. to submit an amendment to the Phase I, Phase II, and Phase III Engineering Services with a Scope of Services and Cost Estimate to include Phase C of the CTMS project. The Scope of Services and Cost Estimate has been received and reviewed by the Department of Public Works.
The Services will be added to the original contract utilizing the time and material rates submitted at a total cost not to exceed $149,919.73, resulting in a new contract cost of $696,512.86.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
(g) Purchases of professional services.
Funding will be charged to the Motor Fuel Tax Funds - Rebuild Illinois budget code (Org 20090270, Object- 557200, RBLD, $149,919.73).

Based on the above, it is recommended that the Mayor and City Council approve Amendment No. 2 to the Phase I, Phase II, and Phase III Engineering Services for the Joliet Centralized Traffic Management System Improvements Project in an amount not to exceed $149,919.73 on behalf of Iteris, Inc.
