BACKGROUND:
The Department of Public Utilities conducts specialized construction and facility operation work on a daily basis. This work includes operation and maintenance of three wastewater treatment plants, 11 water treatment plants, 50 lift stations, a certified drinking water/wastewater laboratory, 670 miles of water main and 598 miles of sewer main. Each of these work components has specific safety requirements related to the proper use of equipment, chemicals, and materials. In 2019, a safety program was initiated which included on-site safety consulting services, preparation of a safety manual, development of personal protective equipment policies, formation of a safety committee, and employee training. Sheffield Safety & Loss Control LLC was selected using a qualifications-based selection process to implement the annual safety program. The Public Service Committee reviewed this memo at the November 6, 2023 meeting and recommended for approval by full Council.
CONCLUSION:
Sheffield Safety & Loss Control LLC has provided a proposal to provide safety consulting services for 2024. The City has been satisfied with the services provided by Sheffield Safety & Loss Control LLC and improved safety has been achieved through implementation of a PPE program and employee training. The Professional Services Agreement for the program, for an amount not to exceed $250,075.00, represents the cost of maintaining safety policies incorporated into the safety manual, providing on-site safety consulting services, maintaining the personal protective equipment program, developing and conducting a training program, preparing confined space and lock-out tag out programs, and leading the department’s safety committee.
Section 2-438 of the City of Joliet Code of Ordinance states that purchases over $25,000.00 may be awarded without written specifications under certain circumstances. Two (2) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council
(g) Purchases of professional services
Funds will be charged to the Water & Sewer Operating Fund / Professional Services (Org 50080010, Object 523300, $250,075.00).

Based on the above, it is recommended that the Mayor and City Council approve the Professional Services Agreement for the Department of Public Utilities Safety Consulting Services Program - 2024, in the amount of $250,075.00, on behalf of Sheffield Safety & Loss Control LLC.
