BACKGROUND:
The petitioner and property owner, Will County Habitat for Humanity ReStore, is requesting a Special Use Permit to allow the use of four parking stalls for box truck parking on the property. The intent is to utilize the box trucks for scheduled deliveries, donation pick-ups, and for the public to rent for moving purposes. The proposed hours of operation for this use will be Tuesday through Saturday from 9am-4pm. These are the same hours the store currently follows for their drop-off schedule when they are open to the public.
The 3-acre site is located on the southwest corner of Norley Drive and North Larkin Avenue. The subject site has access off Larkin Avenue and access off Norley Drive. The site is currently the Will County Habitat for Humanity ReStore, which has been at this location since 2017.
Staff finds that the request meets the following Special Use criteria: the establishment and operation of the Special Use will not be detrimental to public health and safety, nor will it impede the normal and orderly development and improvement of the surrounding property. The use of four stalls would not reduce the required number of parking spaces and are located on the south side of the parcel. The subject site is surrounded by other commercial properties, and the proposed use is complementary to the existing uses in the area. The site is served by existing public streets and will maintain access onto Larkin Avenue and Norley Drive.
ZONING BOARD OF APPEALS PUBLIC HEARING:
The Zoning Board of Appeals held a public hearing on this matter on August 20, 2026. Heidi Serena from Will County Habitat for Humanity, and Keith Barnett, a U-Haul representative, represented the petition. No one spoke in favor or against the petition. Meeting minutes are attached.
RECOMMENDATION OF THE ZONING BOARD OF APPEALS:

Debbie Radakovich moved that the Zoning Board of Appeals recommend approval of a Special Use Permit to allow “box truck” parking as an accessory use, located at 1395 N. Larkin Avenue:
1. That the Special Use granted herein, per Section 47-5.2(E) Special Uses, shall terminate and lapse unless a building permit or certificate of occupancy is obtained not later than 180 days of the effective date of this ordinance and the erection or alteration of a building is started or the use is commenced within such period; and
2. Should the property be declared a public nuisance, it may be subject to a rehearing and a possible revocation of the Special Use Permit.
3. That no more than four parking spaces shall be used for the box truck parking.
Jesse Stiff seconded the motion, which passed with four (4) aye votes and no nay votes. Voting aye were: Nachtrieb, Ness, Radakovich, and Stiff. Voting nay were: none. Absent were: Ralph Bias, Jane McGrath Schmig, Luis Leon

RECOMMENDATION OF THE ADMINISTRATION:
Staff concurs with the recommendation of the Zoning Board of Appeals and recommends that the Mayor and City Council adopt the following, subject to the same conditions approved by the Zoning Board of Appeals above:
