Request to purchase 2 Additional Future Fire Apparatus from Fire Service Inc. for $2,314,308.00
end
BACKGROUND:
The Joliet Fire Department has developed a 5-year forecast for apparatus replacement. Within this forecast, (4) of the next (5) apparatus are duplicate builds. Two of these units were for budget years 2023 & 2024 and were approved for purchase in CM #121-23 and then amended within ordinance File #681-23 to not exceed $1.2MM each after completion. After a discussion with the Fire Chief, the Finance Director, a review of the City funds, and the budget amendment, it was determined that sufficient funds are available to utilize on this purchase.
During the negotiations on the apparatus builds for 2023 & 2024, a discussion was held (with the manufacture) as to the future builds for the JFD within their (5) year replacement plan. With (2) additional apparatus being mirror units, it was asked what synergies could be had if all (4) like units were committed to be built, what the timeline would be, etc. The manufacturer offered to hold the pricing at current levels for all (4) builds (the 2023 quote of $1,157,154 per unit) if we would be satisfied with a delayed start on the final (2) units of 6-9 months. The unit as it sits has already seen price increases more than 12% (since the original quote) with another price increase expected prior to Spring. Ordering the next (2) units, with the expected build timelines of 30-36 months on each, and the included 6-9 month delay (plus any unanticipated delays) will line up our budget spend to the appropriate years or later and save the City of Joliet significant funds while still meeting the proposed (5) year plan. The chart below is a summation of these spends and anticipated arrivals as stated above:

CONCLUSION:
The City of Joliet has previously approved as a single source provider and Fleet standardization purchases for the Joliet Fire Department from E-ONE Services. Fire Service, Inc. is an approved dealer for E-ONE equipment. Fleet Services did supply two additional vendors the specifications for our equipment to review prior to the decision to proceed with the first (2) purchases. After discussions with Fire Department Staff, there was not significant reason to alter the standardization gains we have enjoyed by purchasing E-ONE.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. One of these circumstances applies:
(f) Purchases when authorized by a vote of two-thirds (2/3) of all members of the city council then holding office.
Money will be charged to the Fire Department Capital Improvements fund (Org:30070020; Obj; 557500) when the units arrive from the appropriate budget years.
RECOMMENDATION:
recommendation
Based upon the above, it is recommended that the Mayor and City Council approve the following:
1. Purchase of the proposed units as part of the Capital Improvement Plan; 1 from the projected 2025 funds and 1 from projected 2026 funds from Fire Services, Inc. not to exceed $1.2 MM each.
