title

Award of 2025 Public Utilities Department Plumbing Maintenance Services Contract to Poehner, Dillman, and Mahalik, Inc. (PDM) in the Amount of $340,220.00

end

BACKGROUND:

The Department of Public Utilities routinely requires the services of a licensed plumber to perform specialized services, inspections, and repairs for City sewer and water infrastructure which include but are not limited to sanitary sewer service line televising, water and sewer service line inspections, and lead water service line repairs.  These plumbing services require detailed knowledge of the City’s infrastructure, ordinances, and plumbing codes and a quick response time, and therefore a local plumbing contractor is best suited to perform these services.  In January 2025, Staff requested proposals from four (4) area plumbing service contractors for the 2025 Public Utilities Plumbing Maintenance Service Contract and received three (3) proposals.  Below are the proposals received for average hourly rates including wages, vehicle, and small tools received:

PDM, Inc., Joliet, IL                                                                                     $154.00 per hour

Omega Plumbing, Inc., Joliet, IL                                           $170.61 per hour

CR Leonard Plumbing & Heating                                          $193.00 per hour

The Public Service Committee will review this matter.

CONCLUSION:

The lowest, qualified proposal was received from, Poehner, Dillman, and Mahalik, Inc (PDM).  PDM has performed plumbing service work in the Joliet area for more than 130 years and has previously provided plumbing work for the Department of Public Utilities.  Staff is confident that PDM will provide quality work in a timely manner.  Included with this agreement is a one-hour response time requirement for emergency services on a 24-hour basis.  The average hourly rate of $154.00 will be effective through the term of this contract, which is through December 31, 2025.  The anticipated expenditures for the plumbing services are as follows:

                     _TOTAL

                     Straight time                      $320,320.00

                     Emergency response                       $19,900.00

                     2025 Anticipated Expenditure:                     $340,220.00

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances.  Three (3) of these circumstances apply:

(b)                     Purchases for additions to and repairs and maintenance of equipment owned by the city which may be more efficiently added to, repaired or maintained by a certain person;

(f)                     Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;

(g)                     Purchases of professional services.

Funds will be charged to the 2025 Water & Sewer Operating Fund / Field Operations - Water / Contractual Services (Org 50080012, Object 524200, $170,110.00), and Water & Sewer Operating Fund / Field Operations - Sewer / Contractual Services (Org 50080020, Object 524200, $170,110.00).
