BACKGROUND:

Joliet Police Officers often find themselves in traumatic situations where immediate medical intervention can mean the difference between life and death. Training officers to effectively control active bleeding and treat critical wounds is invaluable, as police are frequently the first on the scene before emergency medical personnel arrive.

To ensure preparedness, the Police Department conducts multiple “Stop the Bleed” training sessions each year for new officers. This is also a key component of active shooter response training which involves all members of the Police Department. Once there is no longer a threat, officers must be equipped to provide life-saving care alongside the Fire Department in mass casualty/critical incidents.

The Tactical Combat Casualty Care Training Simulator (TCCCMan) will significantly enhance the medical training and response capabilities of officers. TCCCMan is a state-of-the-art, hyper realistic trauma simulation system that allows instructors to create a variety of realistic casualty scenarios. Its responsive patient features make it an ideal tool for classroom instruction, trauma lane exercises, and field training simulations.

This item was reviewed at the Public Safety Committee Meeting held on March 4, 2025, and recommended to the full Council for approval.

 

CONCLUSION:

This product is developed and manufactured by North American Rescue and is a sole-source purchase.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two of these circumstances apply:

 

(a)                     Purchases which may only be practicably made from a single source;

 

(f)     Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;

 

Funds are available from Federal Asset Forfeiture (Org Code: 22160020, Object Code: 536102, Project Code: FDFOR, $28,781.04).

Based on the above, it is recommended that the Mayor and City Council authorize the purchase of a Tactical Combat Casualty Care Simulator (TCCCMan) from North American Rescue in the amount of $28,781.04.
