Resolution Authorizing Execution of an Intergovernmental Agreement Between the City of Joliet and the State  of Illinois for the City’s Use of the Joliet Correctional Center

BACKGROUND:

The City of Joliet entered into an Intergovernmental Agreement with the Illinois Department of Corrections and the Illinois Department of Central Management Services on December 27, 2017, for temporary possession and control of the Old Joliet Prison for stabilization, maintenance, and redevelopment purposes. This memo discusses a proposed extension of the agreement.

 

CONCLUSION:

Joliet has been successful in transforming the Old Joliet Prison into a cultural and tourism destination. The site has become a major attraction along historic Route 66, drawing visitors from across the country and contributing to Joliet’s reputation as a key stop on this iconic roadway.

 

This role is crucial as the nation gears up to celebrate Route 66’s centennial. This celebration is expected to draw numerous travelers and enthusiasts to Route 66 communities, with events planned across all eight states the highway traverses. Illinois, as the starting point of Route 66 in Chicago, is playing a central role in the celebration, with new attractions, immersive experiences, and major events planned throughout the year.

 

The City has partnered with the Joliet Area Historical Museum, which has established the Old Joliet Prison as a hub for educational, cultural, and entertainment programming. With the upcoming centennial, continued access to the site will allow Joliet to capitalize on this once-in-a-century opportunity. Hosting centennial-themed tours, exhibits, and events at the prison will not only honor Joliet’s historic connection to Route 66 but also attract increased tourism and economic activity. This aligns with the City’s long-term strategy to position itself as a premier destination along the Mother Road.

Based on the above, it is recommended that the Mayor and City Council approve the attached Resolution Authorizing the Execution of the Intergovernmental Agreement with the State of Illinois for the City’s Use of the Joliet Correctional Center.
