BACKGROUND:
The 2027 Water Main Replacement Program consists of 11 contracts to replace a total of approximately 20 miles of water main. The Illinois Environmental Protection Agency’s (IEPA) standard requirements for watermain installation requires 18-inches of vertical separation from bottom of water main to top of sewer and 10-feet horizontal separation from edge of water main to edge of sewer. Approximately 12,600 LF of sanitary and storm sewer did not meet IEPA’s water and sewer separation requirements. To provide the required separation, either the sewers must be relocated, or IEPA allows the sewers to be lined. The most cost-effective method is to line the existing sewers with cured-in-place pipelining (CIPP).
In 2021, the City prepared a request for qualifications for professional engineering services for sanitary sewer rehabilitation engineering. Three qualifications were received, and three firms were interviewed. Upon review of the qualifications, RJN Group Inc. was selected as the most qualified firm to manage the City’s sanitary sewer investigations and rehabilitation program. Accordingly, Staff requested RJN Group provide a proposal for design of the Sanitary Sewer Rehabilitation for the 2027 Watermain Replacement Program.
The Public Service Committee will review this matter.
CONCLUSION:
RJN Group Inc. has provided a proposal to complete design engineering for the Sanitary Sewer Rehabilitation for the 2027 WMRP in an amount not-to-exceed $52,400.00. The design scope of work includes engineering design, preparation of bid documents, and bidding assistance.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
(g) Purchases of professional services.
Funds will be charged to the Water & Sewer Improvement Fund / Sewer Collection / Professional Services (Org 50180020, Object 557200, $52,400.00).

Based on the above, it is recommended that the Mayor and City Council approve the Professional Services Agreement for design engineering for Sanitary Sewer Rehabilitation related to the 2027 Watermain Replacement Program, in the amount of $52,400.00, on behalf of RJN Group Inc.
