BACKGROUND:
Ciorba Group Inc.is completing Phase II Engineering Services for the Theodore Street bridge replacement project.
In order to comply with the United States Army Corps of Engineers (USACE) permit required for the project and the Illinois Interagency Wetland Policy Act, the City is required to purchase wetland mitigation credits from an approved wetland bank.
After researching the availability and prices of multiple wetland mitigation banks credit, Ciorba Group selected the Thorn Creek Headwaters Preserve Wetland and Stream Mitigation Bank. The sponsor and technical director of this facility, V3 Companies, has reserved the quantity of wetland credits required for this project, and provided a credit purchase agreement for execution by the City.
The Public Service Committee will review this matter.
CONCLUSION:
The required wetland mitigation acreage for the project is 0.391 acre, and the purchase price of wetland credits is $140,000 per acre, resulting in a total cost of $54,740.00. This mitigation acreage and credit price exceed the amounts that were estimated and allotted for when the Phase II Engineering Contract with Ciorba Group was originally prepared and executed.
Ciorba Group has $10,870.00 remaining in direct costs in their contract that will be applied to the wetland mitigation cost. It will be necessary for the City to fund the remaining amount of $43,870.00 in accordance with the credit purchase agreement.
Funds will be charged to the Motor Fuel Tax Fund / Infrastructure - Theodore Street over Rock Run Creek - Phase II Engineering (Org. 20090270, Object 557200, Project 20039, $43,870.00).

Based on the above, it is recommended that the Mayor and City Council approve the payment for Wetland Mitigation Credits for the Theodore Street over Rock Run Creek Bridge Improvement Project - MFT Section 19-00522-00-BR to V3 Companies in the amount of $43,870.00.
