BACKGROUND:

Will County Center for Community Concerns (WCCCC) has been recommended for Community Development Block Grant funds in the amount of $50,000.00 for their Housing Counseling Services. This activity will be used to leverage an additional $16,000.00 of the organization's supplemental funding to provide both one and one and group counseling for mortgage default, post-purchase, pre-purchase, financial literacy, and homebuyer education courses.

 

HUD approved housing counseling is often required for Homebuyer eligibility to Down Payment Assistance grants, or in Mortgagee pre/post foreclosure efforts. The Certified Housing Counselors of WCCCC participate alongside their clients in loss mitigation courts for Homeowners at risk of foreclosure, helping residents retain their housing and age in place. As the only HUD approved Housing Counseling agency in Will County, this program is designed to respond to the increasing number of households seeking access to this crucial lifeline. Founded 38 years ago, this will be WCCCC’s sixth year of administering city-funded CDBG activities.

 

This program supports CDBG identified Goals and demonstrates consistency to the City of Joliet 2025-2029 Consolidated Plan.

 

The attached Resolution authorizes CDBG funding and authorizes the City Manager to execute the CDBG Agreement on behalf of the City of Joliet.

 

The Diversity and Community Relations Committee will review this item.

 

CONCLUSION:

This activity titled “Housing Counseling” will provide a vital Public Service to an estimated 200 people/households within City of Joliet.

 

Funds will be charged to the Community Development Block Grant Fund: Org 21020250, Object 523300, $50,000.00

Based on the above, it is recommended that the Mayor and City Council approve the Resolution Authorizing CDBG Funding and Subrecipient Agreement with Will County Center for Community Concerns, NFP as a Program Year 2025 CDBG Activity in an Amount not to Exceed $50,000.00.
