BACKGROUND:
Union Station is located at 50 E Jefferson St. Union Station is used for numerous special events including weddings, showers, and luncheons in the ballroom space. There are four roof top units that are used for air conditioning for numerous areas throughout Union Station including the grand ballroom and common areas for the ballroom. These units are over 25 years old and are beyond their life expectancy.
This item was recommended for City Council approval by the Public Assets Committee at the February 25, 2025 meeting.
CONCLUSION:
The City of Joliet is seeking approval of purchase and installation for four 7.5-ton roof top units at Union Station. Staff contacted three vendors to obtain quotes for the scope of work, and three returned proposals. Staff is recommending the purchase be approved and awarded to Anchor Mechanical Inc. in the amount of $77,996.00. Original projected estimates were $80,000.00. The 2025 Union Station repairs and maintenance budget provides funding for this replacement unit (Org 09015907, Obj 524300, $77,996.00).

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
(g) Purchases of professional services.
Funds will be charged to Buildings & Grounds Repairs & Maintenance (Org 09015907, Object 524300), $77,996.00.
RECOMMENDATION: Based on the above, it is recommended that the Mayor and City Council approve the purchase and installation of four 7.5-ton roof top units at Union Station to Anchor Mechanical Inc. in the amount of $77,996.00.
