BACKGROUND:

The Illinois Commerce Commission (ICC) has identified the Union Pacific Railroad (UPRR) crossing on Laraway Road (located approximately 0.5 mile west of IL Rte 53) as one of the highest rail crossing safety concerns within the State.  The City has entered into an agreement with the ICC and Illinois Department of Transportation (IDOT) to complete a Phase I study for a proposed railroad grade separation.  The City will be the lead agency for the project with the cost of the Phase I study to be provided to the City from the ICC through a reimbursable grant.

 

The Public Service Committee will review this matter.

 

CONCLUSION:

The City has followed the Illinois Department of Transportation Bureau of Local Roads and Streets Manual procedures for retaining a professional consultant to complete engineering services.  The manual states that the selection of a consultant is to be based on Qualified Base Selection (QBS) criteria for consultant engineering services if Federal funding is utilized for a project.  Although no Federal funding is currently appropriated towards this project, the QBS procedure was utilized for consultant selection to ensure that the project would be eligible should Federal grant funding become available for future engineering or construction phases of the project.

 

An announcement for the acceptance of consultant Statement of Qualifications (SOQ’s) submittals for the Phase I Engineering Services was posted on the City’s website.  All submittals received were then evaluated and ranked by a selection committee.  After a review of the SOQ’s and consultant interviews, Crawford, Murphy, and Tilly, Inc. (CMT) was selected for the Phase I Engineering Services.  CMT has submitted a proposal including a Scope of Services and Cost Estimate of Consultant Services for the Phase I Engineering services for the project.  The Scope of Services and Cost Estimate of Consultant Services have been reviewed and are acceptable  to  the Department of Public Works, the ICC, and IDOT.  The services will be awarded utilizing time and material rates as submitted at a total cost of $2,869,964.

 

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances.  Two (2) of these circumstances apply:

 

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.

 

(g) Purchases of professional services.

 

Funding for this project will be provided by the ICC.  The City will pay initial billing then be reimbursed by the ICC. Sufficient funds exist utilizing Capital Improvement Funds (Org 30090270, Object 420100, $2,869,964.00).
