Award of Contract for Vehicle Lift Equipment Purchase and Installation to NAPA Auto Parts in an Amount not to Exceed $550,000.00

BACKGROUND:
A lease agreement for the PACE property at 9 Osgood Street was approved at the August 5, 2025 City Council meeting. Various improvements to the property are required to ensure the space is safe and functional for the use of Fleet Services and other City departments.
The purchase and installation of vehicle lifting equipment is necessary to service City vehicles. Multiple vendors were contacted to review the site and to provide potential solutions and quotes
The Public Service Committee will review this matter.
CONCLUSION:
Five (5) vendors / contractors visited the site and provided quotes. There are three (3) different sizes and configurations of lifts required. Pricing was requested for each configuration. Although the final work floor layout is still being determined, it is anticipated that twenty-two 12,000 pound lifts, four 20,000 pound lifts, and two 19,000 pound tower lifts will be required.
Two of the five vendors can supply the exact specifications requested. A third vendor did not submit pricing for the MCHM419 Portable 19K Tower. The fourth vendor recommended a substitute that did not meet specifications, and vendor chose not to participate. Below are the quotes submitted for the various items:

All three (3) responsive vendors are qualified to complete this work.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. One (1) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Sufficient funds are available in the Fleet Services Capital Improvements Fund (Org 30090160, Object 557300, $550,000.00) for this project in 2026.

Based upon the above, it is recommended that the Mayor and City Council approve the Award of Contract for the purchase and installation of vehicle lifts at the Osgood facility not to exceed $550,000.00. The exact number and types of lifts to be installed will be determined at a later date.
