Award of Professional Services Contract for the Public Utilities SCADA (Supervisory Control and Data Acquisition) System Maintenance to Wunderlich-Malec Environmental in the Amount of $50,000.00

BACKGROUND:
The City of Joliet Department of Public Utilities utilizes five (5) SCADA (Supervisory Control and Data Acquisition) systems comprised of multiple control systems to operate and monitor critical City facilities which include the Eastside Wastewater Treatment Plant, Westside Wastewater Treatment Plant, Aux Sable Wastewater Treatment Plant, the Citywide Water System, and the Citywide Sanitary Sewer Lift Stations.
Each system is comprised of multiple pieces of hardware and complex code that controls multiple systems and pieces of equipment. Therefore, the City has standardized hardware as well as the system integrator, Wunderlich-Malec Environmental. Staff requested Wunderlich-Malec Environmental provide a proposal to continue to provide system maintenance and on-call support.
The Public Service Committee will review this matter.
CONCLUSION:
Wunderlich-Malec Environmental has provided a proposal, in an amount not to exceed $50,000.00, to be used on a time and material basis as needed. Staff has been satisfied with the timeliness and quality of their work since 2005. The service under this Contract requires detailed knowledge of the City’s facilities and SCADA systems. Also included with this Agreement is a one (1) hour response time for emergency services on a 24-hour basis.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
(b) Purchases for additions to and repairs and maintenance of equipment owned by the city which may be more efficiently added to, repaired or maintained by a certain person;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Funds will be charged to the Water / Sewer Operating Fund / Eastside Treatment Plant / Professional Services (Org 50080802, Object 523300, $10,000.00), Water / Sewer Operating Fund / Westside Treatment Plant / Professional Services (Org 50080803, Object 523300, $10,000.00), Water / Sewer Operating Fund / Aux Sable Treatment Plant / Professional Services (Org 50080804, Object 523300, $10,000.00), Water / Sewer Operating Fund / Lift Stations / Professional Services (Org 50080031, Object 523300, $10,000.00), and Water / Sewer Operating Fund / Water / Professional Services (Org 50080011, Object 523300, $10,000.00).

Based on the above, it is recommended that the Mayor and City Council award a Professional Services Agreement for the Public Utilities SCADA System Maintenance to Wunderlich-Malec Environmental in the amount of $50,000.00.
