SUBJECT:

title

Approval of Purchase Orders for the 2026 Bituminous Materials to be used by Roadways and Public Utilities

end

BACKGROUND:

The 2026 City of Joliet Budget allocated funds to support the maintenance of City roadways including the purchase of bituminous materials.

The Public Service Committee will review this matter.

CONCLUSION:

On August 28, 2026, four (4) sealed proposals were received for the 2026 City of Joliet Bituminous Materials Purchase.  The bid summary is as follows:

City of Joliet Bituminous Materials Price Agreement

HMA Class I

UPM

Cold Patch

Austin Tyler

$75.00/Ton

$130.00/Ton

$130.00/Ton

PT Ferro

The proposal includes the condition that the City will complete the hauling of the materials with City-supplied trucks.  The City will purchase material from the above material suppliers based on job location (using a haul rate of $0.65 per-ton mile), product availability, and what serves the best interest of the City.  It is estimated that approximately 3,100 tons of bituminous hot-mix and 400 tons of cold patch will be required for use by the Roadways Division and the Department of Public Utilities.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand ($25,000.00) may be awarded without written specifications under certain circumstances.  Two (2) of these circumstances apply:

(a)                     Purchases which may only be practicably made from a single source;

(f)                     Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.

Sufficient funds exist for the Joliet Bituminous Materials Purchases in the Public Works Roadways Street Repair Materials Fund (Org 09029000, Object 536107, $58,000.00) and the Water & Sewer Operating Fund (Org 50080012, Object 536107, $110,000.00).

RECOMMENDATION:
