BACKGROUND:

The City of Joliet owns and operates a wastewater collection system that consists of approximately 13,484 manholes and 592 miles of sanitary sewers with pipe diameters ranging from 4” to 72”.  The age of the sewer system ranges from the late 1800s to the present day.  In 2016 the City completed a Utility Department Efficiency Study which recommended rehabilitating a minimum of 1% of the sewer mains in the system annually.  Furthermore, the IEPA has stipulated in the NPDES permits for the City’s wastewater treatment plants that a Capacity Management Operations and Maintenance (CMOM) plan be implemented.  This plan requires a program for reduction of inflow and infiltration.  In order to meet the goals of the City’s approved efficiency study implementation plan and NPDES permits, a ten-year sewer rehabilitation program was prepared.  The goals of the rehabilitation program are to restore the structural integrity of the system, reduce inflow and infiltration, and reduce the occurrence of basement back-ups.  The priority project area to be completed in Year 8 of the rehabilitation program is the Garnsey Park neighborhood.  The rehabilitation program for this area will include pre-cleaning and televising, cured-in-place-pipelining, manhole rehabilitation, and chemical grouting.

The sanitary sewer system in this area has a history of basement backups and structural issues.  The primary goal of this sewer rehabilitation work is to reduce inflow and infiltration and eliminate root intrusion that can result in basement backups.  Construction is anticipated to begin in March 2025 and is scheduled to be completed by February 2026.

This year’s rehabilitation program also includes water valve vault adjustments on Essington Road that are in the wheel path of car traffic.  The consistent traffic over the structures has caused deterioration of the adjustment rings, asphalt, and frame/cover.

Design drawings and bidding documents were prepared and the invitation to bid was advertised in the Herald News on Thursday, December 19, 2024.  The Public Service Committee will review this matter.

CONCLUSION:

On Tuesday, January 19, 2023, at 10:15 a.m., four (4) sealed bids were received for the Garnsey Park Sanitary Sewer Rehabilitation Program.  The bid summary is as follows:
