Purchase of Interior Wall Painting and Sanding Services for Fire Station 1 and Fire Station 9 from Smith Painting Services in the Amount of $67,062.00

BACKGROUND:
The City of Joliet owns and maintains nine (9) Fire Stations. Fire Station 1 and Fire Station 9 are in need of interior painting. On December 16, 2025, the City budget was approved by City Council. The funding for the purchase of paint was approved in the 2026 budget.
CONCLUSION:
Three (3) supply proposals were received for interior wall painting and sanding proposals for Fire Station 1 are as follows:

Smith Painting Services is the only contractor that includes sanding of the walls and ceiling which will improve the longevity and overall quality of the finished work.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances.
Two of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the mayor and city council.
(g) Purchases of professional services.
Sufficient funds exist for this project utilizing the Maintenance Fund (Org 30070020, Object 557350, $67,062.00).
RECOMMENDATION:

Based on the above, it is recommended the Mayor and City Council authorize the purchase of painting services for Fire Station 1 from Smith Painting Services in the amount of $33,212.00, and for Fire Station 9 in the amount of $33,850.00. The total project cost for Fire Station 1 and Fire Station 9 will be $67,062.00.
