Approval of Professional Service Agreement for the Northpoint Traffic Impact Study (TIS) Review with Strand Associates in an Amount Not to Exceed $100,000.00

BACKGROUND:
As part of the executed settlement agreement between the City of Joliet, CenterPoint, and NorthPoint, the City is to review the NorthPoint Traffic Impact Study (TIS) and provide formal comments within the review window specified in the agreement. The settlement agreement explicitly permits the City to utilize specific outside engineering firms to support this review effort.
Given the technical complexity of the regional traffic impacts associated with the NorthPoint development, and in alignment with the agreement’s provisions allowing the use of approved engineering firms, Strand Associates, Inc. has been identified as a qualified consultant for this work. Strand Associates is already assisting the City on NorthPoint related engineering tasks and is familiar with the project framework, regional network, and development phasing.
The Public Service Committee will review this matter.
CONCLUSION:
Strand Associates possesses the necessary traffic engineering expertise to conduct a thorough review of the NorthPoint TIS, ensure consistency with City standards, and verify compliance with the obligations specified in the settlement agreement.
All consultant costs associated with the review of the TIS will be fully reimbursed by NorthPoint.
Section 2-438 of the City of Joliet Code of Ordinance states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
(g) Purchases of professional services.
Funds will be charged to the Public Works General Fund/ Contract Services (Org 09027000, Object 524200, $100,000.00).

Based on the above, it is recommended that the Mayor and City Council approve a Professional Service Agreement for the Northpoint Traffic Impact Study (TIS) Review with Strand Associates, Inc. in an amount not to exceed $100,000.00.
