Award of Professional Services Agreement for the Purchase and Installation of the Audio System Upgrade Project at Joliet Slammers Stadium to Visua in the Amount of $161,770.97
BACKGROUND:
Joliet Slammers Stadium was built in 2002 and hosts baseball games for the Slammers, University of St. Francis, IHSA State Finals, and local youth tournaments. It also hosts special events such as New Orleans North and Glow Festival. The original audio system throughout the park has been inoperable in many locations and is in need of upgrading. The audio system upgrade will tie into the upgrades already made to the audio-visual system in the past years.
This item was recommended for City Council approval by the Public Assets Committee at the February 25, 2025 meeting.
CONCLUSION:
The City of Joliet is seeking approval of purchase and installation for the audio system upgrade at the Joliet Slammers Stadium. Staff is recommending the purchase be approved and awarded to Visua in the amount of $161,770.97. Original projected estimates were $150,000.00. The 2025 Capital budget and general fund provide funding for this system upgrade (Org 30020010, Obj 557300, $150,000.00 and Org 01015130, Obj 524300 $11,770.97)

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Four (4) of these circumstances apply:
(a) Purchases which may only be practicably made from a single source.
(b) Purchases for additions to and repairs and maintenance of equipment owned by the city which may be more efficiently added to, repaired or maintained by a certain person;
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the mayor and city council;
(g) Purchases of professional services.
Funds will be charged to Capital Budget (Org 30020010, Obj 557300, $150,000.00 and General Fund Org 01015130, Obj 524300 $11,770.97)
RECOMMENDATION: Based on the above, it is recommended that the Mayor and City Council approve the Audio System Upgrade Project at Joliet Slammers Stadium to Visua in the amount of $161,770.97.
