BACKGROUND:
The City of Joliet is a member of the Grand Prairie Water Commission, which is preparing to provide Lake Michigan water to the City via water delivery structures at points of delivery identified by the City pursuant to the Grand Prairie Water Commission Water Supply Agreement dated July 2, 2024. The City has identified the location for its tertiary point of delivery of water from the Commission on land owned by the Joliet Park District.
City staff has coordinated with Park District staff and the designers of the water delivery structures regarding the design and placement of the City’s tertiary point of delivery and adjustments to the location of walking paths on the Park District property, and the District has agreed to grant certain easements to the City and the Commission for a delivery structure and related water mains and appurtenances at this location.
In addition, a portion of the area commonly believed to be part of the right-of-way of 129th Infantry Drive has not been dedicated as part of the public right-of-way and the Park District has agreed to approve a Plat of Dedication of such area for public right-of-way purposes, and certain new water mains of the Commission will be installed within the 129th Infantry Drive right-of-way in the area of the City north of Ingalls Avenue near Paul E. Briese Park.
Furthermore the Park District desires to replace its water service line to its facilities at the Inwood Athletic Club and Sports Complex, and the City is willing to assist the District by including this replacement in the City’s contract for the Jefferson Street Water Main Replacement project, with the City paying costs for design engineering services and construction management of the District Project and the Park District paying costs of construction and certain other construction-related costs for the District Project.
The Public Service Committee will review this matter.
CONCLUSION:
The City and the Park District have negotiated mutually acceptable terms of an Intergovernmental Agreement Regarding Real Estate and Construction for Water Supply to establish the terms and conditions for completing the dedication of road right-of-way, the Easement Agreement, and inclusion of the Inwood Athletic Club and Sports Complex water service replacement in the City’s Jefferson Street Water Main Replacement project.
The City, the Park District and the Commission have negotiated mutually acceptable terms of an Easement Agreement for Water Delivery Structure for the City’s tertiary point of delivery.

Based on the above, it is recommended that the Mayor and City Council approve a resolution approving an Intergovernmental Agreement with the Joliet Park District, an Easement Agreement for Water Delivery Structure and Water Mains By, Between and Among the Grand Prairie Water Commission, City of Joliet and Joliet Park District, for the Joliet Tertiary Delivery Structure and Approving a Plat of Dedication of Right-of-Way for 129th Infantry Drive.
