SUBJECT:

title

Approve the Purchase of Safariland Defender X Ballistic Shield from Streicher’s in the Amount of $200,000

end

BACKGROUND:

The Joliet Police Department is requesting approval to purchase new ballistic shields for Patrol to replace aging equipment currently in service. Most of the Department’s existing shields are more than 20 years old, and several have begun to deteriorate due to their age and continued use. Some shield handles have broken, requiring the Department to remove those shields from service. Replacing this aging equipment is necessary to ensure Patrol officers have dependable ballistic protection available when responding to high-risk incidents.

The Department has roughly 100 older shields currently deployed and they are heavy and have smaller viewing windows, which can make them more difficult to carry and maneuver while limiting an officer’s field of view. The proposed Safariland Defender X shields weigh approximately 12 pounds and will provide Patrol officers with more modern ballistic protection that is easier to deploy during active threats, armed-subject incidents, building searches, and other high-risk situations.

CONCLUSION:

The Department obtained three quotes for the Safariland Defender X ballistic shield.

Vendor

Price Per Shield

Shields Within $200,000

Streicher’s

$2,210.50 including shipping

90

Vance Outdoors

$2,325.00

86

Safariland Direct

$4,040.00 + freight

49 before freight

Based on the quotes received, Streicher’s provides the lowest overall cost and would allow the Department to purchase the greatest number of shields within the $200,000 Capital Projects allocation.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. One of these circumstances apply:

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.

Funds are available from ETSB Grant, Org Code: 22060020, Object Code: 557500
