BACKGROUND:
During design of the 2025 Watermain Replacement Program the design engineer, Baxter and Woodman Inc., identified several sewer segments on various projects that do not meet IEPA separation requirements between water and sewer main. These segments were reviewed to determine the best solution to meet IEPA requirements by either replacing the sewer segment with watermain quality pipe or lining the sewer with a watermain quality liner. Sewer lining was identified as the cost-effective option to address IEPA separation requirements for 25 sewer segments. This work will also structurally rehabilitate the sanitary sewer and extend the usable life of the sewer by 75 years.
In 2021, the City prepared a request for qualifications for engineering for the City’s sanitary sewer rehabilitation program. Three qualification packages were received, and three firms were interviewed. Upon review of the qualifications, RJN Group Inc. was selected as the most qualified firm to manage the City’s sanitary sewer investigation and rehabilitation program. Accordingly, Staff requested RJN Group Inc. provide a proposal for design of the 2025 Watermain Quality Sewer Lining Program. The Public Service Committee will review this matter.
CONCLUSION:
RJN Group Inc. has provided a proposal to complete the design for the 2025 Watermain Quality Sewer Lining Program in an amount not-to-exceed $34,800.00. The scope of work includes engineering design, preparation of bid documents, and bid assistance.
Section 2-438 of the City of Joliet Code of Ordinance states that purchases over twenty-five thousand dollars ($25,000.00) may be awarded without written specifications under certain circumstances. Two (2) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
(g) Purchases of professional services.
Funds will be charged to the Water & Sewer Improvement Fund / Sewer Collection / Professional Services (Org 50180020, Object 557200, $34,800.00).

Based on the above, it is recommended that the Mayor and City Council approve the professional services agreement for the 2025 Watermain Quality Sewer Lining Program, in the amount of $34,800.00, on behalf of RJN Group Inc.
