BACKGROUND:
On February 4, 2025, the Mayor and City Council awarded a contract for the Garnsey Park Sanitary Sewer Rehabilitation Program, in the amount of $3,221,383.00, to Hoerr Construction Inc. Subsequently, the Mayor and City Council approved Change Order No. 1 for a net increase of $299,346.40.
The Public Service Committee will review this matter.
CONCLUSION:
Change Order No. 2, a decrease in the amount of ($15,000.00), is a result of the contractor crediting the City for additional engineering fees that will be incurred due to a time extension requested by the Contractor to complete the project. Change Order No. 2 also grants Hoerr Construction Inc. a 210-day time extension that was requested due to delays in completion of manhole rehabilitation work. Hoerr Construction Inc. has agreed to pay engineering fees that are charged to the City of Joliet beginning on August 31, 2026 until the new project completion date of October 14, 2026.
Funds will be credited to the Water & Sewer Improvement Fund / Sewer Collection / Construction (Org 50180020, Object 557200, Project 24042, ($15,000.00)).
Included with Change Order No. 2 is Amendment No. 2 with RJN Group Inc., for the not-to-exceed amount of $15,00.00, for additional field inspection and professional engineering services required for engineering services between August 31, 2026 and October 14, 2026.

Based on the above, it is recommended that the Mayor and City Council take the following actions:
1. Approve Change Order No. 2, for a decreased amount of ($15,000.00) and a time extension of 210 days, for the Garnsey Park Sanitary Sewer Rehabilitation Program on behalf of Hoerr Construction Inc.
2. Approve Amendment No. 2, for an amount of $15,000.00, for the Professional Services Agreement for the 2025 Sanitary Sewer Rehabilitation Program on behalf of RJN Group.
