BACKGROUND:
The Department of Public Works relies on various consulting firms to support and extend the efforts of in-house engineering staff. These services provide necessary technical expertise and supplement in-house staff during periods of increased workload or when specialized surveying and engineering tasks arise.
To ensure the availability of qualified consultants, a Request for Proposals (RFP) for various engineering service categories was issued. Two (2) firms submitted proposals, which were evaluated based on qualifications, municipal experience, technical approach, personnel, and capacity to provide timely services. Following the evaluation, Geotech Inc. and TWIG Technologies were selected as qualified firms capable of providing engineering and surveying services that meet the City’s needs.
CONCLUSION:
Based on their qualifications and successful response to the RFP, they have been identified as appropriate firms to provide on-call engineering and surveying services. Staff recommend entering into an hourly rate contract with the firms to allow task orders to be issued on an as-needed basis.
Work will be billed using established hourly rates, issued through a Purchase Order with a total not-to-exceed contract amount of $50,000.00. This arrangement will streamline the procurement of frequently required surveying and engineering tasks such as topographic surveys, boundary surveys, construction staking, design support, and infrastructure evaluations.
Section 2-438 of the City of Joliet Code of Ordinance states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
(g) Purchases of professional services.
Sufficient funding exists in the Public Works General Fund / Professional Services (Org 09027000, Object 523300, $50,000.00 each) for these agreements.
