BACKGROUND:
The subject property was annexed into the City in 2004. On January 7, 2025, the City Council approved rezoning of the property to R-2 (Single-Family Residential) zoning. The preliminary plat for the entire subdivision buildout, consisting of 321 single-family and 76 townhouse dwelling units, was also approved at this time. The City Council approved the Recording Plat for the Phase 3 Subdivision on May 6, 2025. This subdivision was platted as one lot, with the intention of being resubdivided in the future to match the 78 single-family lots that were detailed on the Preliminary Plat. The applicant currently wishes to move forward with Final and Recording platting of the Phase 3 lot to build out the previously considered 78 single-family residential lots.
The overall number of lots (78) and lot geometry matches what was previously reviewed by the City when the Preliminary Plat for the overall subdivision was approved in 2025. Stormwater detention and site engineering were reviewed when the subject area was record platted last year. Lot sizes and setbacks confirm to R-2 (Single-Family Residential) zoning district regulations, with lots consisting of a minimum of 7,500 square feet and 30-foot front yard and 25-foot rear yard setbacks detailed on the plat. The subdivision involves the extension of three streets, Blue Sky Lane, Summit View Lane, and Scenic Trail, with the western edge of homes fronting Greywall Boulevard.
Elevations and floor plans of the approved home models have been attached. Homes would range between 1,366 and 2,571 square feet in size and feature 2-3 bathrooms and 3-5 bedrooms per unit.
The site will be subject to school site and school facilities fees, Joliet water and sewer connection fees, and the economic development impact fee. All new homes will be required to meet the City’s Residential Construction and Anti-Monotony standards.
Approval of the requested Final Plat and Recording Plat will allow the construction of 78 single-family residential dwelling units within the Phase 3 portion of the Vista Ridge Planned Unit Development. The proposed Final and Recording Plats of Resubdivision match the lot structure of the previously approved Preliminary Plat.
PUBLIC HEARING (PLAN COMMISSION):
The Plan Commission held a public hearing on the Final Plat of Resubdivision of Lot 1 of Vista Ridge Phase 3 Planned Unit Development at its June 18, 2026, meeting. Minutes of the meeting are attached.
RECOMMENDATION OF THE PLAN COMMISSION:

Mike Eulitz moved that the Plan Commission recommend approval of the Final Plat of Resubdivision of Lot 1 of Vista Ridge Phase 3 Planned Unit Development. Debbie Radakovich seconded the motion, which passed with seven (7) aye votes. Voting aye were: Commissioners Cox, Eulitz, Hammac, Leon, Martin, Radakovich, and Turk. Voting nay were: none. Commissioner Crompton was absent.

Staff concurs with the recommendation of the Plan Commission and recommends the Mayor and City Council adopt the following:
1. Ordinance Approving a Final Plat of Resubdivision of Lot 1 of Vista Ridge Phase 3 Planned Unit Development.
2. Ordinance Approving a Recording Plat of Resubdivison of Lot 1 of Vista Ridge Phase 3 Planned Unit Development, subject to the receipt of the following fees and documentation:
a. A performance bond or letter of credit for public improvements;
b. A one and one-quarter percent (1 ¼%) inspection fee for public improvements;
c. An engineering review fee as determined by City staff.
