BACKGROUND:
The Mayor and City Council approved the 2026 budget, which included funding for the Fire Department to conduct mandatory physical and fitness evaluations for firefighters in accordance with the National Fire Protection Association Standard 1500.
CONCLUSION:
On July 2nd, 2026, at 10:00 A.M., the (four) bids were received for the 2026-2027 Joliet Fire Department Medical and Fitness Evaluations.

Section 2-444. Award of contract to the lowest responsible bidder; factors for determination of “lowest responsible bidder”. Three of these circumstances apply:
(a) Contracts which require bidding shall be awarded, after final action by the Mayor and City Council, to the lowest responsible bidder. In determining the “lowest responsible bidder, the Mayor and City Council shall consider the following:
(1) The ability, capacity and skill of the bidder to perform the contract or provide the service required;
(4) The quality of performance on previous contracts or services;
(7) The quality, availability and adaptability of the bidder’s supplies, equipment, or personnel to the particular use or service required;
The Fire Department’s most recent physical and evaluation contract was conducted with Rock Valley Health, whose professionalism and performance met all expectations
This is a two-year contract agreement with the option for up to four one-year extensions. Each extension may be exercised only upon mutual agreement of the parties and continued satisfaction with the terms and performance under this contract.
Sufficient funds are available from the professional services fund (Org 07001000, Object 523300).

Based on the above, it is recommended that the Mayor and City Council award the 2026-2027 Joliet Fire Department Medical and Fitness Evaluations Contract to Rock Valley Health in the amount of $290,376.00.
