BACKGROUND:

The City of Joliet acquired the Southeast Joliet Sanitary District (District) water and sanitary sewer systems on February 1, 2026.  The County is providing funding via multiple sources to fund improvements in the District’s system.  One of these funding sources is grant funds via the American Rescue Plan Act (ARPA).  On October 21, 2025, the Mayor and Council approved the Subrecipient Award Agreement for receipt of $4,025,046 in ARPA funds for water system improvements for the Southeast Joliet Sanitary District.  On May 5, 2026, the Mayor and Council approved an amendment to this Agreement increasing the ARPA funds for improvements in SEJSD to $4,106,562.10.

 

One of the projects identified to be constructed utilizing ARPA funds is replacement of sections of water main that are in poor condition.  The location and scope of water main replacement is shown on the attached map.  The total length of water main to be installed is 7,181 feet, or 1.36 miles.

 

On November 18, 2025, the Mayor and City Council approved a Professional Services Agreement with Baxter & Woodman Inc., in the amount of $181,600.00, for the design of the Southeast Joliet Sanitary District Water System Improvements Project.  Amendment No. 1 is recommended for construction engineering services.

 

The Public Service Committee will review this matter.

 

CONCLUSION:

Baxter & Woodman Inc. has submitted Amendment No. 1 in the amount of $94,200 to the original engineering services agreement.  This amendment includes performing construction engineering services for the project in the amount of $130,800.00 in addition to a credit for unused design engineering funds in the amount of ($36,600.00). The scope of work for construction engineering services includes the following: project initiation, construction administration, survey data collection, full time field observation, progress meetings, management of field GPS data collection, and project closeout.  The value of the construction project is $2,982,535.68 which yields a construction engineering fee of 4.4% of the awarded construction cost.  This cost is less than the industry average for construction engineering (which is generally 6-8%).

 

Funds will be charged to the PU Grant / Reimbursable Projects Fund / SEJSD / Professional Services (Org 50180170, Object 557200, $94,200.00, Project 25048).

 

The City will be reimbursed by the County for this work via the ARPA grant funds.

Based on the above, it is recommended that the Mayor and City Council approve Amendment No. 1 to the Professional Services Agreement for Construction Engineering Services for the Southeast Joliet Sanitary District Water System Improvements Project, in the amount of $94,200.00, on behalf of Baxter & Woodman Inc.
