Award of a Professional Services Contract for Pavement Analysis and Condition Classification to Cyclomedia Technology Inc. in the amount of $83,683.00

BACKGROUND:
In March of 2023, Cyclomedia Technology Inc. was awarded a contract for roadway mapping and asset management capture. This project has been completed and is currently in use by several City Departments. The end product has been extremely helpful during the design phase of construction projects as well as assisting with investigations of existing infrastructure. The Public Service Committee reviewed this memo at the November 6, 2023 meeting and recommended for approval by full Council.
CONCLUSION:
Cyclomedia Technology Inc. has provided the City with a proposal to complete a pavement analysis on all City roadways utilizing the data that was captured as part of the mapping project. The analysis would include classification of roadways using the Pavement Surface Evaluation and Rating (PASER) method, which is an accepted rating method used by IDOT and many other agencies responsible for roadway maintenance. An objective rating of roadway surface conditions will allow for better long-term planning and resource allocation for future roadway resurfacing projects.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances applies:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
(g) Purchases of professional services.
Sufficient funds exist utilizing the Capital Improvements / Public Works Budget (Org 30090270, Object 557200, $83,683.00).

Based on the above, it is recommended that the Mayor and City Council approve the award of a contract for pavement analysis and condition classification in the total amount of $83,683.00, on behalf of Cyclomedia Technology Inc.
