Resolution Authorizing CDBG Funding and Subrecipient Agreement with CASA of River Valley, NFP as a Program Year 2025 CDBG Activity in an Amount not to Exceed $25,000.00

BACKGROUND:

CASA of River Valley (CASA) has been recommended for Community Development Block Grant funds in the amount of $25,000.00 for their Youth Stability Services. This activity will be used to leverage an additional $35,000.00 of the organization's supplemental funding to provide services that are centered on abused, neglected, or at-risk youth.

 

This program is designed to expand services to Joliet’s most vulnerable youth - providing extensive assistance and access to mental health services, educational resources, and addressing of basic needs including shelter. This service will provide the continuation of training/support/monitoring of staff, ensuring one on one services to youth and their families throughout the duration of active family court cases. Founded 32 years ago, this will be CASA’s third year of administering City-funded CDBG activities.

 

This project supports CDBG identified Goals, and demonstrates consistency to the City of Joliet 2025-2029 Consolidated Plan.

 

The attached Resolution authorizes CDBG funding and authorizes the City Manager to execute the CDBG Agreement on behalf of the City of Joliet.

 

The Diversity and Community Relations Committee will review this item.

 

CONCLUSION:

This activity titled “Youth Stability Services” will provide a vital Public Service to an estimated 30 at-risk minors within the City of Joliet.

 

Funds will be charged to the Community Development Block Grant Fund: Org 21020250, Object 523300, $25,000.00.
