BACKGROUND:
The City of Joliet acquired the Southeast Joliet Sanitary District (District) water and sanitary sewer systems on February 1, 2026. Will County is providing funding via multiple sources to fund improvements in the District’s system. One of these funding sources is federal grant funds from the Congressionally Directed Spending (CDS) program.
The Minton Road Lift Station Replacement project was identified as a candidate for the use of CDS funds. It is a priority project for the system due to existing operational issues and pump outages that can result in basement sewer back-ups.
On July 21, 2026, the Mayor and City Council approved the award of the Minton Road Lift Station Replacement Project to Austin Tyler Construction Inc. in the amount of $590,075.00. The City of Joliet requested a proposal from V3 Companies, the City’s Construction Engineering Consultant, for construction engineering services for the Minton Road Lift Station Replacement Project.
The Public Service Committee will review this matter.
CONCLUSION:
V3 Companies provided a proposal, in the amount of $49,950.00, to provide construction engineering services for the Minton Road Lift Station Replacement Project. The scope of work that V3 Companies will provide generally consists of project management, field engineering services, and review of contractor payment requests.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council;
(g) Purchases of Professional Services.
Funds will be charged to the PU Grant / Reimbursable Projects Fund / SEJSD / Construction (Org 50180170, Object 557200, Project 25048, $49,950.00).
The charges for this project will be reimbursed through a Congressionally Directed Spending Grant and Will County Land Use Funds.

Based on the above, it is recommended that the Mayor and City Council approve the Professional Services Agreement for the Minton Road Lift Station Replacement Construction Engineering Services, in the amount of $49,950.00, to V3 Companies.
