BACKGROUND:

In the 2024 approved budget, allowances were made to purchase and upfit twenty-one (21) newly purchased police squad vehicles.  The vehicles purchase and initial upfit for lights, cages, etc. was approved in CM # 55-24 earlier in 2024.  Twenty (20) of these vehicles are patrol squads that require branding and door painting.  One (1) of these vehicles is a tactical vehicle that will not be painted.  Additionally, one (1) previously purchased vehicle is in need of the installation of a radio.  The painting of the doors,  branding of doors, and  the installation of Isbern radios will complete the upfit process.  The Public Service Committee will review this matter.

 

CONCLUSION:

The City approved police squad branding was designed by Element Graphics & Design Inc., located in Mokena, IL.  This vendor has supplied our police graphics for numerous years and has provided the City with outstanding service and product.  Additionally, they hold the rights to their proprietary designs, so they remain the vendor of choice for these units.  The total cost to brand the twenty (20) new vehicles is $17,823.67.

 

In 2021, the City moved from a vehicle wrap that yellowed and peeled with time to painting the lower door skins factory white underneath the police logo.  This process has improved the appearance of the vehicles, lessened the delay during repairs, and allowed certain work to be completed in-house.  Numerous local body shops were contacted for pricing, with two (2) quotes obtained to complete the painting process.  Quotes are summarized below:

 

 

The City of Joliet currently installs Kenwood Isbern radios in all new patrol units.  The City can receive national pricing on communication equipment via the NASPO Alliance (National Association of State Procurement Officials).  Additionally, these radios are consistent with what is installed in the prior fifty-five (55) builds for the City police units, providing consistency across our platform.  The purchase price plus the cost of programming of these units is $30,987.66 ($1,408.53 X 22 units).

Sufficient funds are available for this purchase request in the 2024 Fleet Capital Improvement Fund (Org 30010160, Object 557500, $78,811.33).

 

Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances.  One of these circumstances applies:

 

(f)                     Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council

 

RECOMMENDATION:

Based upon the above, it is recommended that the Mayor and City Council approve the upfit of these vehicles for the Joliet Police Department Squads

 

1.                     Award the vehicle branding for twenty (20) vehicles, in the amount of $17,823.67, to Element Graphics & Design Inc.

 

2.                     Award the door painting for twenty (20) vehicles, in the amount of $30,000.00, to Hawk Auto.

 

3.                     Award the radio purchase and programming for twenty-two (22) vehicles, in the amount of $30,987.66, to A Beep Communications.
