BACKGROUND:

The City currently utilizes legacy time clocks for employee attendance tracking. These devices are approaching end-of-life, and vendor communications indicate Windows Touchtime clocks will be obsolete by October 2026, creating risk around supportability and reliability.

 

CONCLUSION:

To improve accuracy, security and efficiency, upgrading to Tyler Technologies Touch Screen 10” clocks with proximity readers will enable employees to punch in/out using their existing employee badge. A pilot program at City Hall confirmed successful badge-based punching and positive employee feedback.

 

Key features include:

                     Badge-based authentication (proximity reader)

                     Touch Screen Interface (10”)

                     Clock In/Out, Approve Time, View Accruals, Request Time Off

                     Standard maintenance plan with same-day replacement shipping

 

This upgrade will:

                     Improve employee experience and operational efficiency

                     Enhance security with badge-based authentication and optional two-factor

                     Future proof out timekeeping system ahead of October 2026 obsolescence

 

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. Three of these circumstances apply:

(b) Purchases for additions to and repairs and maintenance of equipment owned by the City which may be more efficiently added to, repaired or maintained by a certain person;

(f) Purchases when authorized by a concurring vote of two-thirds of the Mayor and City Council;

(g) Purchases of professional services.

 

Sufficient Funds exist utilizing the Information Technology Infrastructure Repairs & Maintenance budget (Org 04013000, Object 524300, $47,700.00)
