Approval of Change Order No. 2 for the Eastside WWTP MCC Replacement and Alternative Water Supply Project JOL-08-01 SCADA Project to M J Electric LLC in the Amount of $670,647.45

BACKGROUND:
On Tuesday, April 2, 2024, the Mayor and City Council awarded a contract to M J Electric LLC, in the amount of $4,480,000.00, for the Eastside WWTP MCC Replacement and Alternative Water Supply Project JOL-08-01 SCADA Project. Subsequently, Change Order No. 1 in the amount of $108,433.02 was approved on September 15, 2025.
The Public Service Committee will review this matter.
CONCLUSION:
During completion of the work for the Eastside WWTP MCC Replacement portion of the project the following items were added to the scope of work: the digester building control panel was severely corroded therefore requiring the entire panel be replaced, multiple failed existing conduits were found and replaced during the installation of new wire, access control modifications were performed throughout the plant allowing for each building to be on the City’s access control system, fiber cable was pulled between all remaining out buildings allowing for the City network to be provided for access control, and the remaining device net communication protocol at the Aux Sable WWTP was replaced allowing for the new PLC to communicate with existing equipment.
During completion of the Alternative Water Supply Project JOL-08-01 SCADA portion of the work the following items were added to the scope of work: the water master PLC was relocated to the Eastside WWTP allowing for a more secure and redundant system and the VT SCADA graphics and programming code was revised to allow for the upgraded PLCs to properly communicate
This change order also extends the contract substantial completion date to November 30, 2026 and extends the final completion date to December 31, 2026.
Funds will be charged to the Water and Sewer Improvement Fund / Eastside WWTP / Construction (Org 50180802, Object 557200, $419,557.40) and to the Alternative Water Source Program - Joliet Improvements Fund (Org 54080000, Object 557200, $251,090.05).

Based on the above, it is recommended that the Mayor and City Council approve Change Order No. 2, a net increase in the amount of $670,647.45, and a contract time extension of 114 days for the Eastside WWTP MCC Replacement and Alternative Water Supply Project JOL0801 - SCADA Project to M J Electric LLC.
