BACKGROUND:

The petitioner, Northern Builders Inc., wishes to obtain approval of a preliminary plat for the entire 97-acre site, and a final plat and recording plat of Phase 1 of the Cherry Hill Business Park (21) Subdivision, which would allow future development on Lot 1. Stormwater detention in the northwest portion of the site is also included in the final and recording plats. Another lot to the east, Lot 2, is slated for future development and is only included in the preliminary plat.

 

The subject property was annexed into the City and zoned to its existing zoning designation of I-1 (Light Industrial) in 2022. The property is a part of the Cherry Hill Business Park West subdivision. Upon annexation, it was envisioned that two separate warehouse/office buildings would be located on the subject property. Throughout its history, the site has contained undeveloped farmland with a single-family residence located on the property’s west side fronting Cherry Hill Road.

 

The attached site plan shows that the proposed office-warehouse building that would be built on Lot 1 would be approximately 802,288 square feet in size, pending approval. The site plan shows 600 future car parking stalls, 80 docking spaces for trucks, and 273 truck trailer stalls.

 

The 97-acre site would feature 100-ft. setbacks from both Cherry Hill Road and Spencer Road. Setbacks of 40-feet would be located along the south and east sides of the 97-acre site. The industrial subdivision would match preexisting uses to the north and compliment light industrial uses to the west and south. An easement area for ComEd is located directly south of the subject property.

 

Water and sewer connection fees and development impact fees will be required. Future warehouse development must comply with all requirements pursuant to the City’s Zoning Ordinance, Non-Residential Design Standards for Light Industrial buildings, Landscaping and Screening Regulations, and Unified Tree Ordinance.

 

Approval of the preliminary plat of Cherry Hill Business Park (21) Subdivision and final plat and recording plat of Cherry Hill Business Park (21) Subdivision, Phase 1, will allow future development of a light industrial subdivision, with near-term development of an office/warehouse building on Lot 1.

 

PLAN COMMISSION PUBLIC HEARING:

The Plan Commission held a public hearing on the Preliminary Plat and Final Plat at its July 18, 2024, meeting. Mr. Ken Nyenhuis from Northern Builders, Inc. appeared on behalf of the petition. Minutes of the meeting are attached hereto.

 

RECOMMENDATION OF THE PLAN COMMISSION:

A motion was made by John Kella, seconded by Jason Cox, to recommend approval by the City Council the Preliminary Plat of Cherry Hill Business Park (21) Subdivision and Final Plat of Cherry Hill Business Park (21) Subdivision, Phase 1. The motion carried by a vote of 5-1. Voting aye were Kella, Cox, Roehr, Rousonelos, and Dillon. Voting nay was Orlando. Commissioners Crompton, Perez, and Heath were absent.

RECOMMENDATION OF THE ADMINISTRATION:

The Administration concurs with the Plan Commission and recommends the Mayor and City Council approves the following:

 

1.                     An Ordinance approving the Preliminary Plat of Cherry Hill Business Park (21) Subdivision.

2.                     An Ordinance approving the Final Plat of Cherry Hill Business Park (21) Subdivision, Phase 1.

3.                     An Ordinance approving the Recording Plat of Cherry Hill Business Park (21) Subdivision, Phase 1, subject to the receipt of the following fees and documentation:

a.                     A performance bond or letter of credit for public improvements in the amount of $4,849,832.40; and

b.                     A one and one-quarter percent (1 ¼%) inspection fee for public improvements in the amount of $57,737; and

c.                     An irrevocable offer of dedication for public improvements; and

d.                     An engineering review fee in the amount of $83,675.
