BACKGROUND:
The City submitted an application to Kendall County under the Kendall County Transportation Alternatives Program (KC-TAP) seeking financial assistance to resurface the multi-use path along the west side of Ridge Road between Theodore Street and Black Road.
The total estimated cost of the project is $70,312.00. The Kendall County Highway Committee approved the City’s application on April 14, 2026, and the Kendall County Board authorized funding in the amount of $56,250.00, representing 75% of the project cost, with the City responsible for the remaining $14,062.00, or 25%, of the project cost.
Pursuant to the Intergovernmental Agreement, the County will reimburse the City upon project completion. The City will retain construction, maintenance, and future repair responsibilities.
The Public Service Committee will review this matter.
CONCLUSION:
An Intergovernmental Agreement between Kendall County and the City outlines responsibilities, grant terms, and required State and Federal compliance for the multi-use path resurfacing project.
Sufficient funds exist utilizing Public Works Capital Funds (Org 30090270, Object 557200, $14,062.00).

Based on the above, it is recommended that the Mayor and City Council adopt the attached Resolution Authorizing an Intergovernmental Agreement Between the County of Kendall and the City of Joliet for Kendall County Transportation Alternative Program (KC-TAPA) Funding to Resurface the Multi-Use Path Along the West Side of Ridge Road between Theodore Street & Black Road.
