Resolution Approving an Intergovernmental Agreement with the Village of Shorewood for Gravity Sewer Line Oversizing, Payment, and Capacity for the Lasser Diversion Sewer

BACKGROUND:
On March 21, 2023, the Mayor and City Council approved Resolution No. 7847 which authorized a Transfer Agreement for the Transfer and Assignment of a Certain Easement / Right of Way and Sewer Line Pursuant to an Intergovernmental Agreement with the Village of Shorewood. This agreement required Cullinan Properties to construct the Lasser Diversion Sewer by the end of 2025.
The Village of Shorewood Sanitary Sewer Master Plan has a future 24-inch force main that will connect to the City of Joliet’s Rock Run Interceptor. The Village of Shorewood has requested that 467 feet of the 12-inch Lasser Diversion Sewer be upsized to 30-inch to accommodate the future force main connection.
The Public Service Committee will review this matter.
CONCLUSION:
Attached is a resolution approving an IGA with the Village of Shorewood for the Gravity Sewer Line Oversizing, Payment, and Capacity for the Lasser Diversion Sewer. The IGA indicates that the Village of Shorewood will pay the City $130,000.00 for the sewer oversizing, which is equivalent to the additional cost to Cullinan Properties for upsizing the diversion sewer. The attached resolution also authorizes the City of Joliet to pay Cullinan Properties the $130,000.00 for upsizing the Laser Sewer once payment is received from the Village of Shorewood.

Based on the above, it is recommended that the Mayor and City Council adopt the attached Resolution approving an Intergovernmental Agreement with the Village of Shorewood for the Gravity Sewer Line Oversizing, Payment, and Capacity and payment in the amount of $130,000.00 to Cullinan Properties.
