Resolution Authorizing the Acquisition of Right-of-Way for the Olympic Boulevard Improvement Project Parcels 0008,0009, 0010, 0015, 0019, 0022, and 0023

BACKGROUND:
As part of the Rock Run Crossings Development, located at the northeast corner of the I-80 and I-55 interchange, the City agreed to complete various infrastructure improvement projects in support of the project. Improvements to Olympic Boulevard from Crossroads Drive to Houbolt Road is one of these projects. The project is scheduled for a Fall 2023 project letting with the majority of the construction to be completed in 2024. In order to complete the improvements, the City of Joliet will need to acquire property from a total of 19 parcels. The City of Joliet has retained Patrick Engineering, Inc. for the Phase II Engineering for this project. Patrick Engineering, Inc. has retained Santacruz Associates to negotiate with the property owners and to complete the acquisition documents.
A settlement has been reached between the City of Joliet and the property owners of Parcel No.'s 0008, 0015 PE(A+B) & TE(A+B+C+D), 0019 & TE, 0022 TE & PE, and 0023 & TE. The summary of these parcels are as follows:
Parcel No. 0008 is the acquisition of ROW. Parcels No. 0009 and 0023 include the acquisition of ROW and a Temporary Easement. Parcel No. 0009 includes the acquisition of ROW, a Temporary Easement, and a Permanent Easement. Parcels No. 0010, 0015, and 0022 include the acquisition of both Temporary and Permanent Easements. The Public Service Committee reviewed this memo at the April 3, 2023 meeting and recommended for approval by full Council.
CONCLUSION:
The Administration recommends the Mayor and City Council adopt the attached Resolution authorizing the acquisition of the rights-of-way and easements for the indicated purchase price.
