Resolution Approving PY2020 Community Development Block Grant Subrecipient Agreement with Spanish Community Center

BACKGROUND:
The 2020-2024 Consolidated Plan for the expenditure of Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD) was previously approved by the Mayor and City Council. The City, through its submission of its 2020 Annual Action Plan, as amended, allocated up to $150,000.00 for Community Facilities and Improvements. The CDBG program identifies buildings owned by non-profits that are open to the public, and Public Facilities and Improvements.
Spanish Community Center, NFP requested $50,000.00 to help renovate its facility located at 309 N. Eastern Ave, Joliet IL, 60432. The $50,000.00 will assist with the completion of ADA accessible entrance at the front of the facility making the second floor of the facility available to all who seek services.
Spanish Community Center, NFP's application satisfies the following eligibility criteria and therefore suitable for CDBG funding consideration:
1. CDBG National Objective -
Low-Moderate Income Limited Clientele (LMC): Activities that benefit either a specific group of persons at least 51% of who are documented as low-moderate income or a clientele presumed by HUD to principally low-moderate income (e.g. battered spouses, senior citizens)
2. CDBG-Eligible Activity Category
Public Facilities: The CDBG program identifies buildings owned by non-profits that are open to the general public as eligible
3. HUD-Designated Performance Objective
Create Suitable Living Environments
4. Environments; HUD-Designated Performance Outcome
Availability/Accessibility
The 2020 Action Plan was adopted by the Mayor and City Council under Resolution No. 7557, on August 4, 2020, which included the specific funding for this project.
