BACKGROUND:
The City of Joliet is applying for Surface Transportation Program - Local (STP-L) funds to improve Theodore Street from east of Brighton Lane to IL Route 59 through the Will County Governmental League. These improvements will be a continuation of the ongoing efforts to widen Theodore Street between Drauden Road and IL Route 59. The proposed improvements will primarily be to widen Theodore Street to provide additional lanes and optimize the intersection at IL Route 59. An application is being submitted for construction funding for Phase 2B of the project. As part of the STP grant application, a Resolution is required stating that the City of Joliet is capable, willing and able to fund the required local match (20% of the total Construction Costs) during the programmed year(s).
The STP-L grant application will be for the construction portion of the project, which is estimated to be $2,844,800.00 (80% Federal share, $2,275,840.00 / 20% City share $568,960.00). If approved for the grant, the City will commit the use of future MFT funds for the City’s share of the project.
The Public Service Committee will review this matter.
CONCLUSION:
The attached Resolution approves the funding commitment for the Theodore Street Roadway Widening Improvements Project between east of Brighton Lane to IL Route 59 and authorizes the Mayor and City Clerk to execute the document.

Based on the above, it is recommended that the Mayor and City Council approve the attached Resolution to commit the funds for the Theodore Street (East of Brighton Lane - IL Route 59) Roadway Widening Improvements Project.
