BACKGROUND:
Stepping Stones (SS) has been recommended for Community Development Block Grant funds in the amount of $128,800.00 for their Stairway Improvement Project. This activity will be used for capital improvements to their location at 1114 N Larkin. Joliet, Illinois 60435, to replace two deteriorating metal stairways used as ingress / egress to their Intensive Residential Treatment Center, and Extended Residential Care facility.

As the only provider in the City of Joliet of residential services for women, and one of only two providers of residential services for men - SS proposes to utilize the funding of this grant to maintain capacity permits. These improvements will allow this facility to continue providing evidence based clinical services for both individuals and families focusing on Recovery and Mental Health Counseling. Founded over 54 years ago, this will be SS's second year of administering city-funded CDBG activities.

This project supports CDBG identified Goals and demonstrates consistency to the City of Joliet 2025-2029 Consolidated Plan.

The attached Resolution authorizes CDBG funding and authorizes the City Manager to execute the CDBG Agreement on behalf of the City of Joliet.

The Diversity and Community Relations Committee will review this item.

CONCLUSION:
This activity titled "Stairway Improvement Project" will sustain or improve access to services for an estimated 250 people/households within City of Joliet.

Funds will be charged to the Community Development Block Grant Fund: Org 21020250, Object 523300, $128,800.00.
