Resolution Declaring Traffic Signal Equipment as Surplus to be Donated to the Illinois Brotherhood of Electrical Workers Local 176

BACKGROUND:
The Electric Division performs replacements of various traffic signal equipment that are damaged in vehicular accidents or other weather-related events. The traffic signal cabinet at the intersection of Caton Farm Road and I-55 West Frontage Road was damaged during a flood several years ago. The cabinet was salvaged for inventory but is not suitable for operating in the field. Therefore, the cabinet has no salvage value. The Illinois Brotherhood of Electrical Workers (IBEW) Local 176 has inquired about any spare cabinets that they could use to train new electricians. This specific cabinet could be made suitable for training purposes. In order to donate this piece of equipment it must be declared as surplus property. The City of Joliet’s Purchasing Ordinance #7345, Section 2-435, provides in part that; “…when the City Council determined that any personal property with a remaining value is no longer necessary or useful to the City of Joliet,” the property shall be declared surplus property by Resolution. A copy of this Resolution is attached. The Public Service Committee will review this matter.
CONCLUSION:
It is in the best interest of the City to declare a damaged traffic signal control cabinet as surplus property and donate it to the IBEW Local 176.

Based on the above, it is recommended that the attached Resolution declaring a traffic signal cabinet as surplus property and donating the equipment to the IBEW Local 176 be approved.
