Resolution Declaring 663 S. Des Plaines Street as Surplus Property

BACKGROUND:
The Illinois Department of Transportation is completing improvements to the I-80 corridor through Joliet. The bridge over the Des Plaines River will be replaced and relocated on an alignment to the north of the existing bridge as part of these improvements. The acquisition of additional right-of-way by IDOT is necessary to complete the bridge relocation. A city owned property has been identified by IDOT for purchase as part of this project.
663 S. Des Plaines Street is a small, non-buildable (3,615 square feet) City owned property. IDOT has submitted a fair market value property appraisal and has offered the City $1,800.00 to purchase the property. The appraisal has been reviewed and found to be acceptable. A Resolution regarding the purchase of the property is attached.
In order to complete the sale of this property, it must be declared as surplus property. The City of Joliet's Purchasing Ordinance #7345, Section 2-435, provides in part that; "...when the City Council determined that any personal property with a remaining value is no longer necessary or useful to the City of Joliet," the property shall be declared surplus property by Resolution. A copy of this Resolution is attached.
The Public Service Committee will review this matter.
CONCLUSION:
It is in the best interest of the City to declare 663 S. Des Plaines Street as surplus property and sell the property to IDOT to allow the proposed improvements to I-80 to progress in a timely manner.
