BACKGROUND:
The City of Joliet Administration proposes an ordinance amendment to Chapter 19, Article II of the City of Joliet Code of Ordinances. This amendment aims to establish limited two-hour free street parking in the downtown area in Zones A, B, and C. The purpose of this ordinance is to enhance street parking convenience for residents and visitors and support downtown businesses. The applicable zones are generally in downtown area and are depicted in the attached map in Exhibit A.

The proposed ordinance includes several key street parking restrictions:

* It shall be unlawful for any vehicle to be parked on Jefferson Street between Joliet Street and Mayor Art Schultz Drive, Cass Street between Joliet Street and Eastern Avenue, and Chicago Street between Washington Street and Jackson Street, in Zones A, B, and C between 3 A.M. and 5 A.M.
* A 2-hour street parking limit will be enforced in Zones A, B, and C between 7 A.M. and 7 P.M. Monday through Friday.
* Re-parking outside of the 2-hour limit within the same Zone during the hours of 7 A.M. and 7 P.M. Monday through Friday will be prohibited.
* Parking restrictions in Zones A, B, and C shall be in effect from Monday through Friday, excluding holidays as defined in Section 2-7 of the City of Joliet Code of Ordinances.
* The effective date of the amendment to the ordinance will be September 1, 2025.

The Public Service Committee will review this matter.
