BACKGROUND:
On Tuesday, May 20, 2025, an overhead ComEd electric wire came in contact with the traffic signal pole located on the southwest corner of the intersection of Jefferson Street and Stryker Avenue. This 12,000-volt wire damaged all of the traffic signal components at the intersection. The City of Joliet Electric Division made temporary repairs to make the traffic signals operational. Due to the extensive damage to the equipment, however, new materials are needed to replace the traffic signals components. Upon receipt of the materials, the City Electric Division will complete the repairs and will submit a claim to ComEd for reimbursement of the cost of materials and labor spent on this repair.

The Public Service Committee will review this matter.

CONCLUSION:
The City of Joliet has only one (1) approved manufacturer that supplies traffic signal materials. Traffic Control Corp is the sole source supplier of the materials. Traffic Control Corp provided a quote, in the amount of $56,156.00, for the replacement of traffic signal materials requested by the City.

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of $25,000.00 may be awarded without written specifications or bidding under certain circumstances. Two (2) of these circumstances apply:

(a) Purchases which may only be practicably made from a single source;

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.

Sufficient funds exist utilizing the General Fund PW Electrical / Supplies - Equip Parts; Org 09028000, Object 536104, $56,156.00.
