BACKGROUND:

The legal age to purchase tobacco products in the State of Illinois is 21 years of age. The City of Joliet currently has a Tobacco Enforcement Program (TEP) to help ensure that distributors are selling tobacco products to appropriate individuals. TEP conducts tobacco compliance checks, which has individuals under the legal purchase age attempt to purchase tobacco and tobacco product. Similar to alcohol compliance checks, officers will accompany these underage individuals and witness any transaction that may take place.

 

The City of Joliet has been offered a $17,930.00 grant from the Illinois Department of Human Services for the City’s TEP program to ensure that Tobacco Products are not sold to individuals under 21. The City of Joliet may use these funds for costs which are reasonable, necessary, and incurred while conducting the compliance checks. The eligible costs include officer overtime, anti-smoking literature, stipends to student participants, and tobacco purchases.

 

The Public Safety Committee will review this matter.

 

CONCLUSION:

The Joliet Police Department is requesting authorization to accept the grant and continue this program in Joliet. The Illinois Department of Human Services will continue to provide guidelines for the program.

Based on the above, it is recommended that the Mayor and City Council approve a resolution to accept the grant for the Joliet Tobacco Enforcement Program in the amount of $17,930.00.
