BACKGROUND:

A lease agreement for the PACE property at 9 Osgood Street was approved at the August 5, 2025 City Council meeting.  Various improvements to the property are required to ensure the space is safe and functional for the use of Fleet Services and other City departments.

 

The resurfacing of the floor throughout the larger portion of the facility is necessary to create a tactile surface that eliminates the slippery floor condition that currently is experienced when the existing flooring gets wet.  Multiple vendors were contacted to review the site and to provide potential solutions and quotes.

 

The Public Service Committee will review this matter.

 

CONCLUSION:

Three (3) local contractors visited the site and provided quotes.  Quotes provided are shown below:

Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances.  One (1) of these circumstances apply:

                     

(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.

                     

Sufficient funding exists in the Fleet Services Capital Improvements Fund (Org 30090160, Object 557300, $84,913.20).

Based upon the above, it is recommended that the Mayor and City Council approve the contract for the 9 Osgood Street Floor Resurfacing project to Integrity Concrete Coatings LLC in the amount of $84,913.20.
