BACKGROUND:
The Public Utilities Department utilizes twenty-five stand-by generators and three portable generators to provide emergency power at the City’s fifty lift stations. It is critical that each generator is maintained to ensure that during an emergency they will be available. Upon review by City staff it was decided that a five-year maintenance contract would allow for the City to receive the best pricing. A multiyear contract was prepared by City staff for the Utilities Department generator maintenance.
The Utilities Generator Maintenance Project was advertised in the Labor Record on Thursday, September 28, 2023. The Public Service Committee will review this matter.
CONCLUSION:
On Thursday, October 26, 2023, one (1) sealed bid were opened for the Utilities Generator Maintenance Project. The bid summary is as follows:

The low bid by Charles Equipment Energy Systems LLC is 15% below the engineer’s estimate. During the review of the submitted bid it was discovered that the bid had mathematical errors. The City has previously worked with Charles Equipment and believes they can complete this work satisfactorily.
The funds will be budgeted for 2024 - 2028 in the Water & Sewer Operating Fund / Lift Stations / Contractual Services (Org 50080031, Object 524200, $209,178.45).

Based on the above, it is recommended that the Mayor and City Council Award the Contract for the Utilities Department Generator Maintenance, in the amount of $209,178.45 on behalf of Charles Equipment Energy Systems LLC.
