BACKGROUND:
This memo provides an overview of proposed amendments to the Rules and Regulations of the Board of Fire and Police Commissioners. The amendments aim to clarify existing language and introduce new provisions to allow for preference points for unique categories as identified by the Board.

The proposed amendments include changes to Chapter II, Section 6, Appendix A and Appendix B, and the introduction of additional preference points.

First, the proposed amendment to Chapter II, Section 6 corrects a scrivener's error by changing "of" to "or" to the following: No person 35 years of age or older shall be appointed to the position of firefighter or police officer.

Second, the proposed amendment to Appendix A and Appendix B adds the following language:

Proof of military service must include a copy of the most current DD-214 (long form) as proof of active military service and evidence of honorable discharge.

This amendment clarifies the documents required to obtain military preference points, which ensures that applicants provide the necessary proof of their military service and honorable discharge.

Finally, the proposed new language for additional preference points states:

Up to 5 additional preference points may be awarded for unique categories based on an applicant's experience or background as identified by the commission.

This language is authorized by and mirrors the statutory language in Division 2.1 (Board of Fire and Police Commissioners) of the Illinois Municipal Code. The additional preference points are intended for volunteers of the City of Joliet Community Emergency Response Team (CERT).
