Award of Contract to Precision Truck Center for the Engine Rebuild in Ladder Truck FD 779 in the Amount of $28,454.54

BACKGROUND:
FD 779, a 2001 E-1 Fire Ladder Truck, developed mechanical issues with its motor that requires either an engine replacement or rebuild of the existing block. This unit is expected to be in service for several more years, so this is a fiscally responsible repair. An in-frame rebuild was chosen verses engine removal and rebuild due to budgetary considerations. Precision Truck Center can accommodate this repair.
The Public Service Committee will review this matter.
CONCLUSION:
Quotes were requested from the following three vendors:
• $28,454.54 - Precision Truck Center
• $60,640.70 - Rush Truck Center
• No Quote - Fire Service
Section 2-438 of the City of Joliet Code of Ordinances states that purchases whose estimated cost is in excess of twenty-five thousand dollars ($25,000.00) may be awarded without written specifications or bidding under certain circumstances. One (1) of these circumstances apply:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the Mayor and City Council.
Funds will be charged to Fleet Services / Repairs & Maintenance (Org 01016000, Object: 523300, $28,454.54).

Based upon the above, it is recommended that the Mayor and City Council approve the Award of Contract to Precision Truck Center for the Engine Rebuild in Ladder Truck FD 779 in the amount of $28,454.54.
