Approval of Purchase for One (1) Specialized Dive Team Van from Herr Display Vans for $208,075.00

BACKGROUND:
The Joliet Fire Department utilizes specific vehicles for emergency call out related to water rescue 24/7/365. One of these units has passed its usable life and needs to be replaced. The specific type of unit has been difficult to locate due to the specific nature of the requirements. After polling other departments and comparing their vehicles, a unit has been located that can be upfitted to fit the specific need and will be a new unit for their use. The vendor selected has an excellent history with the City, provides preferred government pricing, and can complete the building within the timeline requested. This project has been accounted for in the approved City budget for 2025.
CONCLUSION:
During the initial search for like units, most upfitters had no experience with our requirements (dive equipment, etc.). Other units located were substantially higher in complexity and expense. Herr Display Vans had recently completed 2 units of a similar nature that the dive team could examine and modify during the design phase to meet our needs and stay within our budget, while offering preferred government pricing structure.
Section 2-438 of the City of Joliet Code of Ordinances states that purchases over $25,000.00 may be awarded without written specifications or bidding under certain circumstances. One of these circumstances applies:
(f) Purchases when authorized by a concurring vote of two-thirds (2/3) of the mayor and city council
Sufficient funds are available for this purchase request in the 2025 Fire Department Capital Improvements Fund (Org Code: 30070020, Object Code: 557500)
